Elaea was a minor Aeolian port city whose civic coinage under Gordian III was administered through the Pergamene conventus — the Roman judicial district centered on Pergamum that handled provincial affairs for a cluster of smaller Asian cities lacking the resources or status to operate entirely independently. The magistrate name ϹΕΒΗΡΟϹ recorded on this issue is one of the few surviving pieces of evidence for local civic administration in Elaea during the 3rd century.
