Germe was a minor Mysian city whose civic coinage under Septimius Severus falls within the Pergamene conventus, the judicial district that organized much of Rome's administrative reach across western Anatolia. These small bronzes circulated locally and were not products of the imperial mint — they were authorized civic issues, struck on the city's own initiative and for its own commercial needs. The ethnic legend ΓΕΡΜΗΝΩΝ simply identifies the issuing community.
The reference to V.2#42842 points to the Wadd collection corpus. Germe's output under Severus is sparse enough that individual die links across surviving specimens have been noted by specialists.
