Regnal year 10 of Hadrian's reign, which is what the "L ΔΕ" date formula indicates — the Egyptian provincial dating system expressing the tenth year. Alexandria's mint operated under strict Roman administrative oversight but retained its own dating conventions, a holdover from Ptolemaic practice that Rome never bothered to suppress. Hadrian visited Egypt in 130 AD, several years after this piece was struck, and his interest in Egyptian culture ran deeper than any other emperor of the period.
