Amisus held the rare status of a free city within the Roman provincial framework of Bithynia-Pontus — a privilege dating back to arrangements under Pompey and maintained through the imperial period. The legend ΑΜΙϹΟΥ ΕΛΕΥΘΕΡΑϹ, "of free Amisus," was not ceremonial shorthand but a legally meaningful claim, reflected in the city's right to strike its own civic bronze.
