Popayán's 1813 emission came during one of the most turbulent moments in New Granadan independence — the city had declared its own provisional junta in 1811, and royalist forces would retake it by 1816. Coins struck under provincial authority during this window are genuinely rare; the mint at Popayán had operated continuously under the Crown since the 1620s, and reassigning its output to a patriot government was both a political act and a logistical one.

Restrepo 121-1 catalogues this as a provisionary type, distinct from the colonial milled coinage the same facility had been producing for nearly two centuries.
