The Supremo Congreso Nacional established its mint at Sultepec in the State of Mexico in 1812, operating under the authority of the insurgent government that José María Morelos was consolidating against Spanish royalist forces. These coins were a deliberate political act — issuing specie in the name of a sovereign congress rather than the crown was a direct assertion of governmental legitimacy at a moment when the rebellion had no guaranteed future.
Sultepec's output was technically crude by any mint standard, the result of improvised equipment and interrupted supply chains. The irregular planchets and uneven strikes are a production signature, not damage.
