The Hadsegélyező Hivatal — Hungary's wartime military relief administration — issued these fractional notes in 1916 to address the near-total disappearance of small coins from circulation. Bronze and copper were being pulled for war production, and the coinage shortage at the retail level was acute enough that tram fares and basic transactions were grinding down.
Globus was a Budapest commercial printer, not a security press. The choice reflects how desperate and decentralized the emergency currency response had become by mid-war.
