It was produced as a specimen or souvenir piece — the gold foil bonded substrate alone rules out any practical monetary use, as the production cost per unit would have vastly exceeded the face value at the time. Belize's Central Bank authorized it specifically as a collector item, a practice that became more common among smaller Caribbean and Central American issuers during the 1980s as a modest hard-currency revenue stream.
