Saint-Raphaël's 6-euro issue belongs to the wave of French municipal currency produced in the mid-1990s under the "euro de ville" program, in which hundreds of communes minted their own denominations ahead of the single currency's introduction — partly as civic promotion, mostly as a revenue stream from collectors. The odd denomination was deliberate: six francs at the then-approximate conversion rate, giving local merchants a pretext to accept them at par while the pieces rarely left souvenir drawers.
