Somalia's 1998 coinage program was, by this point, largely a fiction of statehood. The central government had collapsed in 1991, and coins issued under the Somali name through the late 1990s were produced entirely by foreign mints — primarily Austrian — for the collector market, with no meaningful connection to any functioning monetary authority in Mogadishu. The "Libertad" branding borrowed directly from Mexico's bullion series, a marketing decision by the issuing agent rather than any sovereign intent.
