The Perm City Council's 5000 Rouble issue belongs to the chaotic proliferation of locally printed emergency money that flooded the Urals and western Siberia following the collapse of central monetary authority in 1917. With Petrograd's supply of nationally issued notes increasingly unreliable, municipal and cooperative bodies across the region began printing their own obligations — some backed by nothing more than local goodwill.
Perm itself changed hands repeatedly during the Civil War. Red forces held the city until December 1918, when Kolchak's White Army took it; the Bolsheviks retook it in July 1919. Notes issued under Soviet municipal authority one month might be repudiated as counterrevolutionary scrip the next.
