The 2023 redesign of the 5000-rouble note was part of a broader Goznak programme to refresh the entire Russian banknote series, a project repeatedly delayed and then accelerated following the 2022 sanctions environment, which severely disrupted access to foreign security-printing components. Whether all security elements in this issue are fully domestically sourced remains a point of active discussion among specialists — Russia had historically relied on foreign suppliers for certain thread and hologram substrates.
