Laos issued this coin as part of a wave of commemorative silver produced specifically for the international collector market — a revenue strategy that many smaller central banks adopted aggressively through the 1990s. The Bank of the Lao PDR had virtually no domestic collector base to speak of; these pieces were destined for European and Asian distributors from the outset, never intended to circulate.
