Laos issued this coin as part of a wave of commemorative silver produced specifically for the international collector market — a revenue strategy that many smaller central banks adopted aggressively through the 1990s. The Bank of the Lao PDR had virtually no domestic collector base to speak of; these pieces were destined for European and Asian distributors from the outset, never intended to circulate.
The Schön reference places it within a broader family of Lao millennium issues, several of which share the same planchet specifications across different nominal designs — a common cost-saving measure when contracting with third-party mints.
