Said Mohamed Cheikh led the Comoros as president of the Governing Council from 1962 until his death in 1970, making him the dominant political figure of the late French territorial period. This commemorative was struck six years after his death, during the turbulent window following the unilateral declaration of independence in 1975 — a period when the new state was simultaneously asserting sovereignty and relying heavily on French institutional infrastructure, including the mint, to produce its coinage.

The 1976 issue was part of a broader commemorative program, with the 5000 Francs denomination placing it firmly in collector rather than circulation territory from the outset.
