The Territoire Français des Afars et des Issas was the renamed successor to French Somaliland after 1967, when a closely contested referendum — marred by allegations of voter manipulation and mass deportations of Somali residents before the vote — kept the territory under French administration. This note was issued by the Trésor Public rather than a colonial bank, reflecting French metropolitan fiscal control in the transition period before independence in 1977.
Clément Serveau designed extensively for French colonial issues across several decades; Jules Piel and Camille Beltrand were among the most accomplished intaglio engravers working at the Banque de France print works in Paris during the mid-twentieth century.
