Vietnam's lunar new year bullion issues were introduced in the early 2000s as the State Bank moved to offer small-denomination gold instruments accessible to domestic savers — a population with a deep cultural habit of holding physical gold accumulated through decades of post-reunification economic instability and hyperinflation in the 1980s. The 2002 Horse issue falls squarely in that first generation of the series.
