The FAO's 50th anniversary in 1995 prompted commemorative issues from dozens of mints worldwide, but North Korea's participation is notable given the country was simultaneously in the grip of a catastrophic famine — the Arduous March — that would kill an estimated 240,000 to 3.5 million people by the late 1990s. The regime's decision to issue a coin celebrating global food security while domestic harvests collapsed entirely was, at minimum, a pointed irony.

Struck for the export collector market rather than domestic circulation, virtually no North Korean commemorative silver of this period ever passed through local hands.
