Hranilnica Ljubljanske Pokrajine was the savings institution set up under Italian occupation of the Ljubljana Province — after the Italian armistice in September 1943, the region passed to German control under Operationszone Adriatisches Küstenland, and this note was issued during that transitional German administration period. The bilingual institution name, carrying both the Slovenian and German designations, was a deliberate administrative signal about who governed whom.

Janez Trpin was a Slovenian graphic artist — his involvement points to local design talent being used under occupation conditions rather than imported German printing expertise. The note did not circulate long before the liberation of Slovenia in May 1945 rendered it obsolete.
