Siping City's Food Bureau issued these oil stamps as part of the centrally mandated rationing infrastructure that governed cooking oil distribution in China well into the late 1980s. Residents received monthly allocations tied to household registration — the hukou system — and these stamps were the physical mechanism for claiming them at designated state supply depots. Without the stamp, there was no oil, regardless of available cash.
By 1987, rationing of this kind was already being quietly dismantled in coastal and reform-priority cities, but Jilin Province remained firmly within the planned economy's grip. A Siping stamp from this year sits at a peculiar administrative hinge point.
