The International Year of the Child, declared by the United Nations for 1979, prompted numerous countries and territories to issue commemorative coinage — most of them circulating issues struck in quantity. New Hebrides produced this silver piece as a pattern only, meaning it never advanced to an authorized mintage. The condominium government, jointly administered by Britain and France since 1906, was in its final months of existence by the time this piece was struck; independence as Vanuatu came in July 1980.
Lec#62 cross-references confirm the pattern status. Surviving examples are rare by definition — patterns from small administered territories rarely escaped the mint in numbers beyond single digits or small dozens.
