Rwanda's 2002 coinage program was produced during the country's slow institutional reconstruction following the 1994 genocide, in which the banking and monetary infrastructure had been almost entirely destroyed. The Banque Nationale du Rwanda resumed issuing commemorative silver pieces in this period partly to generate foreign exchange through collector sales — a revenue stream that several post-conflict African states relied on heavily when domestic economies remained too fractured to support conventional fiscal tools.
