Standard Chartered has issued banknotes in Hong Kong under the terms of its note-issuing licence, one of only three commercial banks permitted to do so under the oversight of the Hong Kong Monetary Authority, which holds equivalent notes as backing through the Exchange Fund. The arrangement is unusual by global standards — a private British-headquartered bank issuing legal tender in a Chinese special administrative region, a quirk of the colonial banking structure that survived the 1997 handover intact.
