Four distinct signature combinations across series 121–1300 map the full rotation of Finance Ministers through the late Vargas and Kubitschek administrations — Gudin's brief, deflationary tenure of 1954–55, Whitaker's return to the post he had held under Vargas in the 1930s, and Lucas Lopes's short run before Sebastião Paes de Almeida took over amid the monetary pressures of Kubitschek's aggressive industrialization program. The signature pairings on this note are, in effect, a compressed fiscal history of the period.

De La Rue printed the full run in London. The Tesouro Nacional series was a parallel issuance to Banco do Brasil notes, a distinction that mattered administratively but little in practice at the counter.
