Rwanda's annual lunar issues are produced under license arrangements common to several small African nations that effectively outsource commemorative minting programs to European manufacturers — in this case almost certainly B.H. Mayer's Kunstprägeanstalt in Munich, which has struck the majority of Rwanda's collector silver output.
