Rwanda's annual lunar issues are produced under license arrangements common to several small African nations that effectively outsource commemorative minting programs to European manufacturers — in this case almost certainly B.H. Mayer's Kunstprägeanstalt in Munich, which has struck the majority of Rwanda's collector silver output. The coins carry legal tender status but have never circulated and exist purely as numismatic merchandise aimed at the Asian collector market, where demand for lunar-themed issues in gold-plated silver with crystal insets peaked sharply in the mid-2010s.
