Rwanda has no coastline. The choice to issue a coin celebrating a coral reef fish native to the Indo-Pacific says everything about the nature of this series — it is a bullion and collector product aimed squarely at the international numismatic market, not domestic circulation. The National Bank of Rwanda became a favored issuing authority for exactly this kind of themed silver release in the late 2000s, lending its imprimatur to pieces with no organic connection to the country.
