Rwanda has no coastline and no Caribbean reef sharks. This coin belongs to a category of modern commemorative issues produced primarily for the collector market, where the issuing nation is essentially licensing its mint authority to a distributor — in this case almost certainly B.H. Mayer's Kunstprägeanstalt or a comparable European specialty minter producing themed wildlife series for landlocked African sovereigns during the 2000s and early 2010s.
The "500 Francs" face value is nominal; no collector was ever expected to spend it. Rwanda's actual circulating coinage topped out well below that denomination.
