Bank Maskan — the state-owned housing bank of Iran — is one of the few specialized institutions authorized to issue its own bearer instruments alongside the central bank. This 500,000 Rial note functions as a bank draft or guaranteed cheque rather than a circulating banknote in the conventional sense; such instruments were commonly used in Iranian real estate transactions where large cash sums were both impractical and legally discouraged.
The MICR encoding places it firmly in the interbank clearing system rather than general circulation, which explains why collector examples are almost always found unfolded.
