Bank Maskan — the state-owned housing bank of Iran — is one of the few specialized institutions authorized to issue its own bearer instruments alongside the central bank. This 500,000 Rial note functions as a bank draft or guaranteed cheque rather than a circulating banknote in the conventional sense; such instruments were commonly used in Iranian real estate transactions where large cash sums were both impractical and legally discouraged.
