Obverse description Printed in dark red on a white ground with a grey guilloche underprint composed of interlocking diamond and rosette latticework filling the entire field. The denomination '500 000 000' appears in large numerals at upper left and right flanking the title 'Gutschein des Kreises Jülich' in Gothic script, below which 'über Mark' introduces the large central denomination text 'Fünfhundert Millionen.' set in bold blackletter type. A lightly printed circular vignette of the Jülich district coat of arms occupies the centre, with the issuing authority's legal text, date 'Jülich, den 1. Oktober 1923', serial number, and three facsimile signatures of the Kreisausschuß arranged in the lower half, all enclosed within a ruled letterpress border with fine serrated inner framing.
Obverse lettering 500 000 000 Gutschein des Kreises Jülich 500 000 000 über Mark Fünfhundert Millionen Dieser Gutschein über fünfhundert Millionen Mark ist durch Hinterlegung von Reichsschatzanweisungen gedeckt. Er wird von den kommunalen Kassen und Sparkassen sowie den Banken des Kreises Jülich in Zahlung genommen. Der Schein verliert seine Gültigkeit nach Ablauf von einer Woche nach Aufruf im Jülicher Kreisblatt. Der Kreis Jülich haftet für die Einlösung. Jülich, den 1. Oktober 1923. By late 1923, German hyperinflation had forced regional administrative bodies — Kreise, municipalities, chambers of commerce — to issue their own emergency currency simply to meet payroll. The Kreisausschuß des Kreises Jülich, the administrative committee of Jülich district, was one of hundreds of such bodies doing exactly that. At 500,000,000 Mark, this note represents the upper registers of that collapse: a denomination that would have been unimaginable eighteen months earlier.

Printed locally by Buchdruckerei Jos. Fischer — the same firm named in the signature block as "Dr. Fischer" — which raises the question of whether the printer and one of the authorizing signatories were the same individual or related parties. The watermarked paper was a concession to legitimacy in a note that few users would scrutinize for long.
