The lower portion contains the authorisation text in Gothic letterpress, dated 'Kempen Rh. den 1. Aug. 1923', accompanied by a circular official stamp of the Preussischer Landrat Kempen-Rhein bearing an eagle device, and a manuscript signature of the Landrat to the right. |
