Central bank supply lines were unreliable at best, and regional administrations across Sumatra took it upon themselves to issue scrip to keep local economies functioning. Palembang, as a major oil-producing center, had particular strategic and economic weight during this period. Printed locally on lined paper — almost certainly repurposed stock rather than purpose-made currency paper. That detail alone tells you something about the conditions under which it was produced.
