The 2004 series marked the Central Bank of Seychelles' transition away from the older design family that had served since the mid-1980s. Thomas De La Rue handled the contract, as they had for most Seychellois issues going back to independence — there was never any serious competition for the tender given the country's long-standing relationship with the printer.
P#39A distinguishes this issue from the later P#39B replacement, which introduced updated security features. The A variant's thread specification was considered insufficient against improving regional counterfeiting operations, prompting the revision within a few years of release.
