Issued to mark the 300th anniversary of the Russian police, an institution formally established by Peter the Great in 1718 when he created the Saint Petersburg Chief Police Office — the first organized municipal police force in Russian history. The force was initially staffed partly by military personnel, reflecting Peter's broader ambition to impose Western administrative structures on a country that had no equivalent civic institution.
