| Beschrijving keerzijde | The reverse presents a finely rendered draped bust of Anton Emmanuel Devier, Russia's first General-Police Chief, facing slightly left, with long flowing hair falling to his shoulders and period military attire visible below the truncation. The portrait occupies the central field against a polished mirror background. A circular legend in Cyrillic arcs around the upper and lower periphery, reading ГЕНЕРАЛ-ПОЛИЦМЕЙСТЕР А. Э. ДЕВИЕР above and 300 ЛЕТ ПОЛИЦИИ РОССИИ below, separated by decorative bullet stops, commemorating the 300th anniversary of the Russian Police. |

Issued to mark the 300th anniversary of the Russian police, an institution formally established by Peter the Great in 1718 when he created the Saint Petersburg Chief Police Office — the first organized municipal police force in Russian history. The force was initially staffed partly by military personnel, reflecting Peter's broader ambition to impose Western administrative structures on a country that had no equivalent civic institution.
