Komuch — the Committee of Members of the Constituent Assembly — controlled Samara from June to October 1918, one of the more short-lived anti-Bolshevik governments of the Civil War period. This note carries a 1916 date because Komuch had no printing infrastructure of its own and issued overprinted or repurposed Imperial Russian stock. The 1916 date reflects the original Tsarist series, not the political moment of actual issue.
Komuch collapsed after the fall of Samara to Bolshevik forces in early October 1918, meaning the window for legitimate circulation of these notes was a matter of weeks.
