Belarus issued this note in 1991 under the authority of the newly independent republic, but it draws directly from Soviet-era printing infrastructure and design conventions — the transition was administrative before it was aesthetic. The series to which this belongs predates the National Bank of the Republic of Belarus law of December 1990 coming fully into effect, placing these early emissions in an awkward institutional gap between Soviet republican authority and genuine central banking.
