Cambodia resumed issuing coins in 1994 after a gap of roughly two decades — the Khmer Rouge had abolished money entirely in 1975, evacuating cities and shutting the National Bank within days of taking Phnom Penh. Coinage only became practical again after UNTAC administered the 1993 elections that restored constitutional monarchy under Sihanouk. This steel issue was part of the first post-restoration circulating series, deliberately modest in metal content given the country's devastated economy.
