Westerland's 1921 Notgeld issue belongs to the decorative phase of German emergency money — the period after 1920 when municipalities discovered collectors would pay face value for attractive small notes, effectively providing interest-free loans to cash-strapped local governments. Sylt's geographic isolation as a North Frisian island made small-denomination coinage genuinely scarce, giving the issue practical justification beyond the philatelic market.
Printed locally by Carl Meyer rather than one of the large specialist houses, the production values reflect a small-town press working at the limits of its equipment.
