District savings banks across the Rhineland stepped into the gap, issuing their own fractional notes with tacit official tolerance rather than formal legal backing.
Carl Schleicher & Schüll in Düren were prolific suppliers to municipal and district issuers throughout the Rhineland — their name appears across dozens of Notgeld runs from this period, which kept production costs low but also means this issue shares paper stock and typography with many contemporaries.
