A circular town seal of Steinach — inscribed 'STADT STEINACH' — serves as an underprint vignette behind the denomination text. The date 'I. X. MDCCCCXXI' appears twice below the main legend, flanked by the designations 'DER MAGISTRAT' and 'DER GEMEINDERAT' above two manuscript signatures. The entire composition is framed by a decorative polychrome border filled with small pictographic vignettes of local crafts and toys — a hallmark of Thuringian Notgeld artistic design. Steinach, a small glassmaking town in the Thuringian Forest, issued this note during the acute small-change shortage of the early Weimar inflation period, when municipal and commercial Notgeld flooded Germany by the millions. Löffler & Co. in Greiz were a regional jobbing printer with strong ties to Thuringian local authorities — their work appears across numerous small-town issues from this period, competent but without the artistic ambition of the better-known Notgeld specialists.
Steinach's issues were functional rather than collectible by design, aimed at genuine circulation rather than the souvenir trade that had already captured many contemporaneous series by 1921.
