Ettlingen's 1921 Pfennig notgeld belongs to the second major wave of German municipal emergency money, issued as the Reichsbank's inability to keep small denomination coins in circulation became chronic. The town contracted locally with Schnarrenberger rather than one of the larger specialist notgeld printers — firms like Giesecke & Devrient or the Düsseldorfer Druckerei — which gives this piece a distinctly regional character in its typography and presswork.
By mid-1921, notgeld had crossed from necessity into a semi-commercial market; municipalities quickly realized collectors were buying and never redeeming. Whether Ettlingen issued with that calculus in mind is unconfirmed, but the short redemption windows written into most Baden-region Kleingeldscheine suggest they knew exactly what they were doing.
