Monschau (then still officially spelled "Montjoie" in French-influenced local usage, though the German form had long dominated) issued this Notgeld through its Kreisausschuss — the district committee — during the inflationary spiral that followed Germany's postwar reparations burden. Kreisebene Notgeld from this period varies wildly in print quality and survival; small rural districts rarely had access to specialist printers and sometimes issued on whatever stock was available.

The Lütkens credit is unusual — designer attributions on Notgeld at this administrative level are not common, suggesting some deliberate local pride in the production.
