Willingen's 1921 notgeld issue belongs to the second wave of German municipal emergency currency — the so-called "Serienscheine" phase, when towns began treating small-denomination scrip as a minor revenue source, printing attractive themed sets deliberately aimed at collectors rather than cashiers. Whether Willingen's issue was genuinely driven by the coin shortage or simply opportunistic is a fair question; by mid-1921, many Waldeck district municipalities were doing both simultaneously.
Waldeck-Pyrmont had only formally merged into Prussia in 1929, so in 1921 this was still issued under a technically independent administrative structure — a small but real distinction from the surrounding Prussian notgeld.
