Rudolstadt's 1921 Notgeld issue was a product of the coin shortage that plagued Germany in the early Weimar years — small denominations had effectively vanished from circulation as metal values fluctuated and the public hoarded anything tangible. Municipal councils across Thuringia stepped in as de facto monetary authorities, with Lorsch & Nachbar printing the Rudolstadt series locally, a matter of practical logistics rather than civic pride.

Thuringian Notgeld from this period was sometimes overproduced deliberately for the collector market, which had developed an appetite for the genre by 1921. Whether Rudolstadt's issue falls into that category or reflects genuine local need is worth establishing before assigning circulation assumptions.
