The Kreisausschuss — the district committee — rather than a municipal body, suggests this was a county-level issuance covering the broader Monschau Kreis, a mountainous wool-weaving district already in economic decline before the war accelerated it.

Lütkens is credited as designer, though nothing in the surviving Notgeld literature firmly establishes whether this was a local commission or a print house staff credit. The 1921 date places it among the later Serienscheine issues, well past the original emergency phase.
