Monschau, a small town in the Eifel region near the Belgian border, was part of the occupied Rhineland zone after 1918, which complicated the movement of Reichsbank currency and made locally issued Notgeld genuinely necessary rather than merely speculative. The Kreisausschuss — the district committee — rather than a municipal body, suggests this was a county-level issuance covering the broader Monschau Kreis, a mountainous wool-weaving district already in economic decline before the war accelerated it.
Lütkens is credited as designer, though nothing in the surviving Notgeld literature firmly establishes whether this was a local commission or a print house staff credit. The 1921 date places it among the later Serienscheine issues, well past the original emergency phase.
