Plön, a small lakeside town in Holstein, was among hundreds of German municipalities that issued their own emergency currency — Notgeld — during the inflationary chaos of the early 1920s. These local issues filled a genuine void: the Reichsbank could not produce small-denomination coins fast enough to meet demand, and communities were effectively left to fend for themselves. Plön's town council authorized this series through the municipal treasury rather than a local savings bank, which was slightly less common at the district level.

The watermarked paper is worth noting — many comparable municipal issues skipped security features entirely, making their use here an atypical expenditure for what was always understood to be a temporary instrument.
