Deggendorf's municipal authority issued this note in 1918 as small-change shortages bit hard across wartime Bavaria — copper and nickel had long since been redirected to the war effort, and coins below one Mark had effectively vanished from daily trade. Stadtmagistrat issues of this type were authorized under emergency Kriegsgeld provisions but remained the financial and legal responsibility of the issuing municipality, not the Reich.
The printer, A. Schwarz of Lindenberg im Allgäu, handled a number of Bavarian Notgeld commissions during this period. Heinz Schiesta's design credit is relatively uncommon for municipal issues at this denomination — most were purely typographic jobs with no named designer involved.
